Southwest China's Yunnan Province has appointed supervisors and directors for protecting and caring for children.
So far, 1,786 children's supervisors and 14,619 children's directors have been appointed at township (or subdistrict office) and village (neighborhood committee) levels respectively, according to Yunnan Provincial Civil Affairs Department.
Zhang Liangyu, Deputy Director-General of the Yunnan Provincial Civil Affairs Department, said that 10 governmental departments, including the Ministry of Civil Affairs and the Ministry of Education, released a guideline for appointing supervisors and directors for children in April.
The children's directors were usually female members of local villagers' committees (or neighborhood committees) and the supervisors appointed by the township governments (or subdistrict offices) should take charge of affairs involving protecting and caring for children, Zhang said.
He noted that all the supervisors and directors were included in the national real-name management system.
Some large, densely populated towns were equipped with two supervisors and training sessions have been provided to nearly all the supervisors. More than 6,400 children's directors across the province have participated in the sessions, Zhang added.
Statistics show that by the end of June this year there were 399,600 rural, left-behind children and 598,600 disadvantaged children in the province.
This year, Yunnan will build 440 children's homes and further increase allowances for orphans, HIV-infected and unattended children.
The monthly per capita allowance for disadvantaged children who live scattered in the province is 1,274 yuan (US $180.97), and the monthly per capita allowance for orphans raised collectively is 1,974 yuan, a year-on-year growth of 18.6 percent and 11.3 percent respectively.
